Naomi Turner is the best friend of Princess Elena who elected her as part of Avalor's ruling Grand Council, to advise her during her time as crown princess. When Naomi stepped down from her role to sail the Seventeen Seas, she was replaced with Julio Guzman. When Elena officially became queen, the first thing she did was decree Naomi to be Chancellor, as Esteban had lost that title after it was revealed he had played a part in helping Queen Shuriki take over Avalor.

She lives with her parents in Avalor Bay, where Captain Daniel Turner works as a harbor master.

Naomi originally hails from Norberg, moving to Avalor when she was young. Her father, Captain Daniel Turner, works as a harbor master, while her mother, Captain Scarlett Turner, was away at sea for many years until finally settling into family life again by the time Naomi was sixteen.
